		<description><![CDATA[Regarding Francis Galton, his 1907 study was based on sweepstakes tickets from a stock show at Plymouth, England and attended by the general public.  Galton copied the submitted weight estimates from bets on the weight of an ox after dressing.  The median, not average, estimate came within 9 pounds of the correct value!  Although Galton presented his results as a defense of democracy, the Voz Populi, many practical decisions are too ideology (and emotion) laden to be resolved by a simple vote.  How many lynchings bear the mark of popular will?  When it is weight of an ox or the direction home (e.g., a homing pigeon), opinion averaging seems to work.]]></description>
